A signature scan has a natural advantage at small file sizes: high-contrast black lines on a white background compress far more efficiently than a photograph. The risk is sharpness, not quality degradation from compression artefacts. If your scanner or phone captured the signature at low resolution (under 200 DPI), the compressed version may look blurry at the edges.
For best results: scan or photograph the signature on plain white paper under even lighting, crop tightly to remove white margins, then compress here. A 500×200 pixel crop of a signature at 15KB will look sharper than a 2000×800 crop of the same signature compressed to 15KB — because the tool has to work much harder on the larger version to hit the target.
If the portal also specifies pixel dimensions (for example, 140×60 pixels), resize to those dimensions first. A correctly-sized file at 15KB compresses with barely any visible change because the pixel count is already low.
For a two-colour signature (black ink on white paper), PNG often produces a smaller file than JPEG because lossless compression handles flat, high-contrast areas well. JPEG tends to add ringing artefacts around sharp black edges — you may see a faint grey halo around the signature strokes. If the portal accepts PNG, use it. If only JPEG is accepted (many portals reject PNG), compress here and the quality will still be acceptable for form submission purposes.
